What about India?
A union of states in which the Constitution's Seventh Schedule divides every subject between the Union, the states, and a concurrent list where both may legislate. That single design decision from 1950 is why almost every practical question in India — about land, rent, police, electricity, schooling or stamp duty — has a different answer in each state.
